I
personally am sick and tired of the current general overall level of
incompetence, lawlessness, corruption, arrogance, laziness and the common
“gimme” attitude that pervades our society today.
The
current “entitlement” attitude, normally coupled to one of
superiority/arrogance, which is displayed by so many is unacceptable!
A major
contributory factor is the current unhealthy one-sided focus placed on “human
rights” whilst the accompanying “human responsibilities” are ignored i.e. there
are no negative implications for those who are incompetent, lawless, corrupt,
give poor service, lazy etc.
I have
adapted the original Universal Declaration of Human Responsibilities to reflect
my personal views with the hope that this will lead to others reflecting
thereon and hopefully even to them adopting and applying the contents of the
original Declaration on a daily basis.
Below
are some suggestions, based on my personal experiences, perceptions and thoughts,
where the practical application of Human Responsibilities will help improve
matters.
Politicians and Public Servants
As far
as I am concerned:
· Only National Cabinet
Ministers may receive official motorcade escorts and armed personal protection
services.
· No changes in
political party membership will be permitted at any time.
· No public servant may
hold office, directly or indirectly e.g. via direct or extended family, friends
etc., in any “for gain” organization.
· An unpaid restraint
period of 3 years is applicable to any Public Servant wishing to enter the
private sector.
· Every Public
Servant’s level of service must be rated by his/her external customers on a
daily and confidential basis and any negative evaluations must lead to the
immediate use of the relevant disciplinary code. The services of any supervisor
found not implementing this requirement would be terminated immediately.
· No enquiry may result
in a suspension period exceeding 1 month. If so, this will result in the
services of the suspending individual being terminated immediately.
· All Public Servants
(and their entire family) who have been voted into office must continuously
reside in the poorest section of the geographical area they represent for their
entire period of office.
· The school-going
children of all Public Servants who have been voted into office must attend the
local government school nearest to their place of residence (See immediately
above) for their entire period of office.
· No Public Servant who
has been voted into office may receive any public services until all his/her
constituents have first been provided with all the relevant services.
· No individual may
hold any public office or senior private sector office if he has been found
guilty of any criminal and/or civil charge at all by any legal authority.
· Any monetary losses
suffered by an organization headed by a Government appointee due to
shortsightedness, incompetency etc., will be recoverable from that individual
in his/her personal capacity.
· Neither the
Government nor the relevant organization shall pay any premium for personal
liability insurance premiums for any such employee/appointed official nor in
any other way recompense such an employee/appointed official.
· No “performance bonuses”
are payable to any Government employee!
Police Services
· Any member who
"loses" any item of his/her equipment/uniform must replace it at
his/her personal cost at ten (10) times the original price in one lump sum
· All members must
undergo an annual written examination on the contents of the law and all the
policies and procedures applicable to his/her specific position, annually -
only a 100% pass rate will be acceptable!
Unions
· Every Union will be
held financially responsible for all financial losses/damages caused by its
action/inactions or those of its members.
· TV and radio coverage
of Union activities will be limited to 2 minutes per week as unions only
represent a minority of our entire population whilst written coverage will be
limited to 200 words per week per publishing organization.
Directors of Public Companies
No
Director may hold more than 2 Directorships in total at any one time.
Students
· Admission
requirements must return to those that are required for academic success in the
relevant field of study
· Unpaid fees =
termination of studies
· The amount of
participation in matters extraneous to their studies must be determined by
their academic results e.g. 70% and above is the basic entry level
· Any breaking of the
rules = application of relevant disciplinary procedure and ALSO all necessary civil/criminal charges
Shopping Centres/Malls (Strictly speaking
this does not belong here but is a pet hate of mine as I am physically
disabled)
· No shopping centre
may hinder parking in its disabled parking facilities in any way i.e. no chains
etc. to reserve the space as how do I remove it as a disabled person when I
arrive there and all the security/car guards have vanished? Note: Only about
15% of all disabled persons use wheel chairs but this does not mean that the
other 85% do not suffer distress when having to walk.
· Every shopping centre
must clamp and fine all vehicles using its disabled parking facilities that do
not display the locally prescribed disabled parking sticker the issuing of
which also requires a medical report.
